The Struggle for Catan – Rules of Play says:

The Struggle for Catan? Ins’t that already a game? Indeed it is, “The Rivals for Catan” is a card-based strategy game for two players. However, while The Rivals for Catan is more like a board game, The Struggle for Catan is more like a card game. There’s a difference, see? Featuring only 110 cards inside a small box, the game can also be played on the go. And it’s perfect for that style of gameplay. Short (sometimes), but always sweet.
